The national agencies participating in CAN all share a strategy of supporting local efforts by shifting national organizational resources to scale the local response to the appropriate level. Especially in the case of the American Red Cross, Salvation Army and NVOAD, personnel, vehicles, and other supplies are deployed to support local efforts in accordance with a well understood model, both within, and to some degree among, the organizations. The CAN initiative includes a nationally deployable system that can be used anywhere to support agency coordination.

 Through establishing interagency meetings with national, state and local responders at the disaster scene, collaboration is promoted, needs are determined, processes clarified and user requirements are developed to guide a unique configuration of CAN to support relief efforts. The CAN system is made available at no expense for an extensive period of time to support recovery efforts, after which CAN data can be transferred to a local host agency for continued use by the community.
